The MLC Overview: The Mechanical Licensing Collective (The MLC) is a nonprofit organization designated by the U.S. Copyright Office pursuant to the historic Music Modernization Act of 2018. The  MLC administers blanket mechanical licenses to eligible streaming and download services via digital service providers (DSPs) in the United States. The MLC collects royalties due under those licenses and pays the music publishers, self-administered songwriters, composers & lyricists, and ex-U.S. collective management organizations (CMO)

The mission of the MLC is to ensure songwriters, composers, lyricists, and music publishers receive their mechanical royalties from streaming and download services in the U.S. accurately and on time.

The MLC is not involved in any other types of licenses or royalties, including public performance licenses or royalties, synchronization licenses or royalties, or record royalties.

Royalty Distribution: The royalty rates for the blanket licenses issued by The MLC are determined by the United States Copyright Royalty Board.
